evinrude 1973 timing problem

got this evinrude that I'm rebuilding and notice that the timing is off. is there anyone who knows how to properly timed those engine. in the flywheel, there is a clip with 3 teeth and a spring that you insert the other part in that make the point open or close. the whole assembly goes back on the shaft.

I used to have a 70 evenrude bobcat 440 25hp. I still have the dealer I'd say pamphlet but is more like a book explaining all the features of the bobcat and skeeter. It says about the bobcat"the sleek and sassy twin headlight design only gives you a hint on how it performs"
I love it. I also have a 68 skee horse owners manual. I have a service manual for all makes that goes back to 1962 on some models like ski-doo. I think I bought that book in 1986 for 20 bucks and still use it today.

have a bus with a bunch of johnson/evinrude parts from parted sleds mostly JX stuff but some other as well, also a few new parts. would you be interested? call me 319-821-0156 Anamosa,iowa one parted rotory sled ,one parted john deer 340ss parts ect.
