rebuilt the clutch on my 95 vmax and was told to check the clutches for heat, but how "hot" should the clutch get?

You should be able to keep your hand on the clutch for over 10 sec. Any less and the clutch is getting too hot.

well the sliding sheeve on the primary is only warm but the fixed sheeve is much warmer.is that normal or does this sound like the secondary needs to be shimed out or in

You will need to take a look at specs for the proper adjustment.
