I just picked up a 1992 Ski-Doo Safari LE and it runs great but has no lights anywhere head, tail, or dash and not sure if hand warmers are working.(haven't rode long enough). Is it possibly the voltage regulator or any other ideas. Tach does work just no lights.

Check the bulbs.
Measure voltage at the bulbs when its running no voltage is either the stator or regulator or a connection problem. You just have to trace back untill you find where the voltage quits.
Stator out put is AC and should increase with engine speed.
Regulator output is DC and should be around 11 - 14 volts.
