Boring or honing?

I have a 1979 Yamaha Exciter that needs a rebuild. It has cast iron sleeves. I was wondering do you have to go oversize, or does it just need to be honed?

If there are gouges then bore! If there is just some allum build up on the bore, just take some meratic acid and scrub it out! Then hone!
I melted the piston and was wondering if 7 large cooling fins broken off would cause it to overheat and melt? It is a fan-cooled engine. PTO side went. Still investigating.
Also, should I worry about the bottom-end?
