Fuel filter, fuel pump rebuild, change spark plugs, etc. What is it doing, is the engine bogging?

Check adjustment or operation of the choke cable. Or just take it out of the carb and see if it runs better. If you take it out, you will have to plug the hole for cold starts. I use a 2 inch piece of vacuum hose with a screw in the end and stuff it in the hole. Once it starts and runs for a few seconds, just pull it out.
I always seem to have trouble with the chokes on these things....
