1984 Yamaha 340 Limited RPMs

I just purchased a 1984 Yamaha Excel III with only 200 miles on the speedo. The engine starts hard, idles rough, and will not rev over 3000 rpm. The fuel system/Carb has been clean and inspected, spark verified at both plugs, and exhaust system verified clear. The engine sounds like a 4-stroker with severly retarded spark timing.

Any ideas what may cause these indications? Any help will be greatly appreciated.

If that is the true mileage then the first thing I would think about is the possibility of bad fuel in the system. If you have varnished gas and it has gone through the carb then there is a very good possibility that there is debris in the carbs. If thats the case then remove the main and pilot jets and replace. Do not clean them replace them. Give the carb a complete cleaning. Thats where I would start.
