Carb question

I recently bought a 98 Venture (VT500B) with about 4000 miles - never been touched. It smoked quite a bit and didn't run right. I tore down the top end, mic'd the cyllinders (within specs), honed the bores, and replaced pistons and rings. I just broke in the top end - smoking basically stopped. The only problem is that it only runs with the choke on. I tore down the carbs, cleaned them, and checked the jetting. Everything is good.... what am I missing?

Run a fine wire through the passages and blow them out too.
