1988 Yamaha Phazer not pumping gas to carbs

Ok i got this sled and i had to clean the carbs. i cleaned them and tuned them. came back out the next day to see gas pouring out the pipe. I took the carbs out because i wanted to check the floats. they were at 9.6 mm when the manual says 11 to 13 mm. Set them at 11.5 and set them up with a gravity feed on my workbench and no leaking. Put them back in. changed the hose going from the top of the tank and put a new filter in and a shut off valve. turned the key over and over and no fuel getting pumped through. Can i be the pump went bad on me. The sled was running mint except the floats were bad. I had set it up with gravity gas and it leaked at 9.6mm float levels. I checked the hose on the pump, tank, and filter. i never put clamps on the shut of because the hoses seemed tight anyways. Im going to go back out tomoro and check for anymore leaks somehow. How do i check the fuel pump to see if it went bad on me.

See if there is any fuel in the pulse line from the crank case to the pump.
If there is, the pump may have a bad diaphragm.

the lines hooked up correctly to the pump or the shut off valve is turned on

ok thanks. il check to see if theres gas in the hose and yes i hooked the hoses up and tried the shut off both ways.
