88 phazer carb questions

Hello to everyone on here. We just got a new to us phazer and we're trying to tune it up, get it ready for the snow.
When we took the butterfly carbs apart we found 2 rubber plugs in each carb but I can't remember how they went. I've searched all over the net and best I can figure are that they go in the middle hole and the pilot hole. The pilot hole doesn't make sense to me but I've been wrong before. Also there is the year problem. No-one seems to differentiate between yrs but we thought the phazer changed carb setups around 90-91 (could be wrong).

Anyhoo, if someone has a definate answer for me I can put these carbs back together, if not it'll be hit and miss for it to be right.
