Unhappy wet spark plugs

HI there: just totally rebuilt my phazer motor from crankshaft up. It idles fine, runs ok but can't get over 5000 rpm. Carbs were rebuilt by a buddy of mine. Yesterday had it running and samething 5000 rpm no power, no top end and I only get to just over 1/2 to 3/4 throttle before it maxs out at 5000rpm. someone at my shop was messing around and turned the fuel shut off to off and i had it running then just before it ran out of gas it went to 7500rpm no problem at all! I pulled the plugs and they are very wet. Does this mean too much fuel and the floats are set wrong?? I have new coil,new plugs,rebuilt motor and rebuilt carbs... need a bit of help before this sled finds a match and 5 gallons of gas !!!!

Possibly the mains are clogged.

My buddy had them totally apart and i used 2 cans of carb cleaner & blew them out with air.

Either too much fuel, or not enough spark. I'd say trhe stator was starting to go out on you, and it can't provide enough spark at that RPM. hat's only if the carbs are clean/adjusted correctly.

but when the fuel shut off was turned to the off position and it started to run out of fuel it went to 7500-8000 rpm ...thats why i think its gotta be fuel related...that its getting far too much fuel flooding out

When the carb is off and set upside down, the float arms should be parallel to the carb body.
Your other possibility is that the needle and seat are not sealing properly and causing too much fuel.
Check it for wear.

Its says in my manual to hold them up at a 60 degree angle and set them from there? Is the way you said to do it a better way of doing it ?

Check the 2 rubber plugs in the bottom of the carb. One should be in the middle the other should be over the pilot jet. (I know it sounds wrong but thats how the fancy lil books says to do it.) My buddies was doing the same thing. Flip flopped the plugs and bingo.. Runs great.
