96 venture problem

I have a 96 Venture XL, at idle and slow speed or low rpm's it is only running on one cylinder. As the rpm's slowly rise it runs on both cylinders. Even then if you let off the gas it goes back to one cylinder. It takes a few seconds to build the rpm's up again to where both cylinders run. I have cleaned the carbs(several times) everything there seems good to me. I have taken the plug wire of the non-working side and switched to the other side, it runs normal on the oppsite side even at idle. Also plugs are new along with the gas and oil. It's the left cylinder as your sitting on the sled, like I said it won't run until the rpm's get up to around 5000.
If anyone can help, please do, i'm stuck, I don't know what else to do.

TORS is connected, both cylinders run at higher rpm's, left side does'nt at idle. I can put the non working plug wire on the other side and it works just fine even at idle. Put it back on it's normal side and nothing at idle.

Disconnect the TORS from the carb and connect the wires together to bypass it, should solve the problem.

I disconnected the TORS put all the wires together, nothing still the same. So again I torn the carbs apart blew them all out with compressed air. One thing I did notice, the problem carb was missing a small rubber plug at the bottom, the good carb had the plug in. I rolled some rubber up and stuffed it in there as far as I could. Everything put back together, ran it around and it run like crap, worse than before. After a few minutes it just took off and run great, even at idle and slow speeds. I don't know what happened but it runs normal now. Now the kicker will be if it will that good next I start it?
