Ive faced down this exact problem all winter till i got it figured of course. Check your jetting make sure you have got the right jets for your mean elevation and temp, this may help you save some bucks. Also tighten or I should say snug up the fuel line connections. Then you might want to pay attention to the fuel gauge line that runs down by your right shin when its bogging look t osee if you have got a bunch of air going up the line, if you do try venting the gas tank when you start to bog if it hisses or depressureizes then You might have a fuel tank vent line problem. The vent line runs down the left side of the motor out by the foot tunnel and Ive found it gets crimped by the body panels. baring theat check for crank seals and any sort of leakage on the bottom of the engine, I found a bit on mine but I couldnt track it to any thing. Might also want to re sync the carbs and make sure there drawing air and fuel, to test this let it idle with the air box off cover up one of the carbs intakes if it stumbles and dies great if it doesent you might be pulling air for that carb through a blown seal.
These are all the things I checked and did as well as spent 400$ at a local dealer trying to get an 86 phazer going. Hopefuly saves you some bucks and time.
