Its the TORS(throttle override sitch) this shuts down the ignition incase of a stuck or frozen throttle.

I thought the TORS will clamp the engine rpm between 2800 and 3k, when functioning properly.

ok i'm still not sure what the TORS is for or what it does. the part i was talking about have a button on the bottom of the switch, at idle the carb linkage pushes the button on the swtch in.

Read your owners manual. It explains the TORS System. If you don't have one, get one. They arn't very expensive.

I have my T.O.R.S. switch overridden.

It's a nice safety feature, but like anything electronic, that switch goes bad eventually.
It's designed to limit your engine RPM to about 2800 or so if it detects that you have taken your hand off the throttle but the throttle is still open or stuck. You will notice when you push the throttle lever that the pivot point also moves. That is part of the T.O.R.S.

Up to you to keep using it. In my opinion, it's a bit redundant as a feature. There is already a kill switch so why not just use that if you have a problem?
