87 Exciter Sluggish at high RPM

I've been tring to tune my exciter and when I rev it (back end is supported up) it seems to get to about 5000-5500 rpm, then boggs and loses rpms. I consulted the manual and after doing so, I moved the little E-clip to the second groove (groove one being on the top of the needle). I got another 1000 rpms out of it but I still can't open it up. It also smokes like a raging inferno. The plugs are damp when I pull them. Is this a lean/rich issue or am I just not letting it warm up enough. I don't want to lean it out too much in fear of melting the motor. Any ideas folks?????

By the way, I have yet to try it in snow since my previous post "87 Exciter Won't Go", which percipitated this post.

I suggest removing the carbs and cleaning them. Soaking in carburator cleaning solvent is best. Then set up the carbs according to the manual.
Wet plugs means too rich. Have you removed and inspected the air box for possible air blockage?

I took both carbs apart and soaked them. The airbox was removed and was is good shape. Is this something that should be adjusted with the air screw?
