clutching question

My wifes 99 sx 700 has 4000 miles on it and the cluthing is messed up. It's got a new belt, both clutches have been apart, cleaned, etc. can't find a problem.
On the hole shot, it over revs to about 9500 rpm. Then as it gets up to 50mph, rpm drops below 8000. It gets schooled by other sx 700's (all stock) and will only go 74mph(GPS speed, 92 on speedo) balls out on a clean trail(smooth and hard, no loose snow).
Any ideas?

Primary clutch is slipping. Once the driven catches up on speed, it slows down/lowers the RPM's. Change the primary spring.

You said it gets stomped by stock SX700's,why don't you put stock clutching back in and go from there? That's what I would do.

Check the weights/ramps and replace the spring. Keep it a stock one.

Have you dug into it or are you assuming that the stock clutching is correct. You may have factory clutching but it may differ from other sx models.I've seen it happen before .
