there are many ways, how much do you want to spend?

the easiest is to change the clutching setup, by changing weights and/or spring in primary or secondary. This will change where in the powerband the clutches engage and where they top-out.

The best way to get that info is from your dealer, I don't have any books that I can reference on that subject. Maybe SEG can help here. If you look in the catalogs, you may find the info you need. they usually list performance setups.

do you have a stock bombardier drive clutch on it?
those clutches were junk in my opinion. a comet 102c is more easily adjustable and parts are readily available for them.

what are you going to do with this 9500 blizzard? drag racing? if thats the case, raise your engagment up closer to 5000 rpm, it will come out of the whole and yank your arms off in the process. you want these motors to top out at 8800 rpm -9000 rpm on a stock motor/pipes set up.

if you want to go all out, have the head shaved to get less squish (more compresion) to .040-.050 thou squish. install a set of Aaen race pipes and a set of 40 mm mikuni carbs. remove the stock air box. stud the track and run 110 octane race fuel with premix. install a carbon fibre race rotary valve then hang on!
