Did you use an inline spark detector to be sure that it is sparking under compression?
Will is pop off if you prime the cylinder?

Yes we did. it has 120 compression and the spark is 100%. It has been standing for about 5 years.

Could it be a fuel pump or fuel line problem? will it kick over with a little starting fluid?

Well what we did is we cleaned the carb put it back on. (there was no gasoline in the entire engine but there was some waterish stuff with this brown stuff in the cylinder) we hooked it up to gas wouldn't start. Then we took the whole engine apart put it back together and still wouldnt work. We sparayed some gasoline into the cylinder and then it would just cough for about 2 seconds. Where should we spray starting fluid in?

Remove the fuel line from the carb. Put the end in a container. With the ignition off, pull the rope a few times. Does any fuel come out? If not, start working back until you find the the problem. It could be the fuel pump, a clogged fuel filter, or a collapsed or missing inlet hose or filter in the tank. Does it have a gas shut off? If so, is it on? (That happens. Don't ask how I know. )

If you have a syringe, you can also prefill the carb to make sure you are starting with a full carb. It takes a bunch of cranks to get the fuel bowl full sometimes.

If gas is getting to the carb, check the float bowl inlet needle/seat, if it's corroded and stuck closed, no gas will get in. Check float height as well.

If it's got spark and sputters a bit, it's almost always fuel related...

Good luck and Welcome to the Forum!
