Question 1972 ski-doo weak spark

I have a 1972 ski-doo 399 Olympique. When you pull start it you wont get no spark coming through the plugs but if you take the plug out and hold the end of the boot with a screw driver in it it you will get spark but its very weak. It has brand new plugs in it so i know it isnt that im just wondering if it could be the coil packs are going bad? Both sides have weak spark. Im new to the snowmobile thing so any info on what it might be would be greatly appreciated. Thanks Adam

Back in those days it looked like a black doorbell in a chrome holder.
