1979 Polaris Gemini starting problem

Hello every one, i have a 1979 Polaris Gemini 250 that i got from my grandfather. It was sitting for 10 years and i cleaned the carbs, coil, put new spark plugs in it and changed the gas lines. It has spark and the carbs are getting gas but my problem is it does not want to start. when i got it the ignition completely fell apart and it has a kill switch that can kill the spark. My question is could not having a ignition keep it from starting even if it has spark? Or could it be the timing that is off? Thanks
