Maine IF&W ticketing is one of the most inefficient systems ever.
Their tickets can be modified by legislative rule, so they get adjusted all the time based on how much revenue they need. The warden's themselves don't even know how much you will get fined.

They are also merging with the Police system, so while you get an IF&W ticket, you have to wait for your ticket to make it into 'processing' at the court. That can take weeks/months depending on when the warden submits his stash of tickets from being out in the wilderness and how backed up the normal police courts are. Finally, you will be sent a court date with your fine amount stipulated by a court reviewer or judge. You can choose to sign a waiver and send a check, then you do not have to show up in court.

Maine IF&W has declining revenues as the State Gov. takes their funds out the back door into the General fund, and as hobbyist stop paying higher than National Average fees for hunting, registration, etc. The wardens have been instructed to nit-pick anything/everything. Ticketing off-sets their loss of General Funds Revenue and License Fees.
