Snowmobile almost impossible to start when cold

I have 1998 ski doo formula 3 600 triple and when goes down too about 15 it is almost impossible to start. I usually have to use a heater and warm up engine before it will start and even. I've tried new plugs and pouring gas right in cylinders and still don't start when cold. I'm just wondering if its a jetting problem or something bigger? Any suggestions?

Make sure the chokes are moving in the bores and adjusted correctly.

Remove them and make sure they are clean. Then reinstall, making they are all the way down and seated when you screw the cable back in. If they are up at all, it will overfuel and foul plugs.
