I think I found my problem.

Well I was having problems getting my 1999 Ski-Doo Grand Touring 500 started last year, and once it did start it didn't seem to have any power past half throttle.
Upon looking in the gas tank with a flashlight to try and see if there was a fuel filter on the end of the line, I discovered the line in the tank is all broken up and rotted (no signs of a filter) According to the shop manual there should be one.
What would be the easiest way to empty the gas, line fragments and other surprises? There's maybe 1/4" of gas in the tank.
Anything else I should look at while wrenching around?

Change the inline filter and clean the carbs too.

If nothing else is available, go buy a turkey baster and attach some line to it so you can get all that old gas out. Your other option is to remove the seat so you can dump the tank.

Remove the whole line assembly from the front of the tank and replace it. To remove all of the fragments you're going to have to remove the tank (to do it right).

Off to youtube to learn how to clean a carb I guess...also any tips on how to remove the seat/tank? I can't find anything about it in the shop manual.

There is a "How to" for carbs and other things in the Tech section of this site.

To get the seat off, there are 2 nuts under the tunnel at the rear and the seat will lift up and back.

When you get those seat nuts off, lift the rear of the seat and slide aft just a few inches. Disconnect tail light harness before complete seat removal or you'll add a harness repair to your list of things to do.

Only nuts under the tunnel at the rear I found were 4 lock nuts going through the heat exchangers along the outside.

Sounds like them, but there should only be 2...2 10mm nuts on studs, 1 either side, as far aft as possible. Start with them.

Well I got good news and bad news. Those 4 nuts were to the seat...unfortunately I broke 3 of the bolts when trying to unscrew them
Looks like my seat is going to be held on by 1 bolt now.

That always happens. Those studs rust up fast and they are set in plastic so it doesn't take much to pull them out.
I manufactured new ones, from M10 hex bolts. I just ground down the heads on 2 sides to for t-bolts out of them. Then set them in the plastic seat base with epoxy.
Doesn't take much to keep the seat in place unless your sled is rolling in a non-recommended fashion. Good luck.
