Unhappy Am I missing something here?

I finally got my new to me 1997 Touring SLE running with a new battery in her. Fires right up...but trying to shut it down by either the kill switch, removing safety tether or turning the key off does nothing! Have to use the choke to kill the motor.
What am I missing here, I figured by turning the key off would shut it down or pulling the tether. nope. I did order a new handle bar kill switch.
Any ideas where I should start to look.

Look for wires unplugged from the motor.

If the switches are good and the wiring to the engine is good, it may be an open on the ground circuit of the stator. Check the plugs down near the hood hinge, they can come loose.

I don't have your wiring diagram but most are similar. The kill/key circuit is something like this...bk/yl from ignition module to key and kill switches. Bk wire from kill and key switches to v-reg and stator. With neither switch working your likely culprit is as mentioned above, a ground issue at the stator. If I understand the system correctly that bk wire should have zero-.05 ohms resistance to the engine case.
