fouling plug

I have a 1999 500 liquid cooled Grand Touring. I am having fouling problems with one of the two spark plugs. I checked the compression on each cylinder and both seem to be the same. It also seems that I am using more gas these days. Anyone have any ideas of what might be causing this?

Could be running too rich? What color are the plugs when you take them out? Blacker and you'd probly be running rich and need to jet smaller. I think anyways...
