Rotax Recoil problem

My recoil is not grabbing and turning over the motor. The pull cord pulls out and retracts just fine. When I removed it, there is a thin spring (maybe locking spring?) which is broken and twisted. Does this spring push the dogs to the outside so that they grab and turn the motor over when you pull it? If so, can anyone direct me to a picture which shows how the spring is supposed to be?
This is an 85 467 engine.
Thanks.

That spring moves the little tang in and out.

CLick above then go to an 87 Formula MX. Same as yours. Scroll down to rewind starter.
