1996 500 "pulsing"

my carberated 500 started pulsing real bad yesterday,
by pulsing i mean: it barely starts, then you have to pump the throttle to keep it going, after a few seconds of that it will take off as if normal for 2-3 seconds then die out and you need to start over,
all the while the HEADLIGHT PULSES IN AND OUT, not fully in unisen with the engine rpm,
is my most likely solution a new voltage regulator?

just pulled the plugs to check for fouling, and after sitting overnight they had little balls of frost on them, like breathe on them and it melted away frost!
thats not right is it?
could it have just been water in the gas that was causing all my problems?

Yes it would.
Add half a can of Seafoam and fill the tank.

better yet, drain all of the carbs, lines, and the tank and put in new fuel, also with seafoam would be even better
