Check the EFI box for any codes flashing. There will be a little red LED just in front of where the wiring harness connects to the box. Turn the key to the ON position and pull it a couple times, then check. It will be a dot/dash code, like one long "dash" and three "dots" would be 13. Go to polarisfiles.com and search for EFI codes and you should be able to find a chart with each code and what they mean. That's where I'd start, anyway. Also, the battery has to be running at 100% or these things WILL NOT run correctly. Don't waste money on those $80-100 batteries because they still don't last more than a season. I ran a $40 Super Crank brand battery in my '91 and never had an issue. Plan on buying a new battery each year.

Most snowmobile problems are caused by a loose nut connecting the handlebars to the seat.

One problem down one to go?

so i bought it and knew there was a problem so i cleaned the air bow got new plugs and a new fuel filter no changes so i went and bought an el cheapo compression tester #3 only had 28 pounds of compression the other 2 had 100 pounds so problem solved pulled down the engine and the rings were welded to the piston so one more question if i hone out that cylinder will i have to buy over sized pistons for it or can i run std size in it?

Honing shouldn't increase the cylinder diameter. If it does, you went a little overboard. As long as the cylinder walls are scoring-free, honing and standard pistons/rings should be just fine. Check them carefully. Even a small scratch in the walls might not come out with a honing, in which case it would need to be bored out a bit. You'll like the power out of that 650. My '91 was awesome. There's nothing better than hearing that triple start to scream when you hit the power at about 5700 rpm.

As long as the scratch is not too deep [as in it can catch your fingernail] then a honing will help by removing the glazing and allowing a better seal between the rings and wall.

If it can catch your nail, you can send it out to be replated for less than over boring it.
but, in either case you would also need to send the piston that you will be using along with it.

a 151 track? Why? yes, it could be done with a proper replacement skid from a totaled 151, but why?
