whats this bracket under the exhaust for?

I was getting ready to go start clearing an old logging road on my buddy's land to have my own set of private snowmobile trails, and i was trying to find a safe spot to put a hatchet into the sled where it wont fly off and hurt me or the sled. And i found a bracket like the ones that are attached to the clutch cover to hold the spare belt, But this bracket was bigger and at the very front of the engine compartment, directly beneath the exhaust. I put the hatchet in and it held it there exactly the way i wanted it to. Was wondering if this is what the bracket is actually used for?

Its for a belt the one on the clutch cover someone added i have the same thing on my polaris
