do you think maybe your float valve is worn out?

Th float is either too high, or the flow needle is not closing completely.
You may need to actually replace the float as it is saturated or has a hole in it.

The floats worked when I had the bowl off?I dumped gas in the bowl and the floats both came up with no problems.Do you think maybe I could have put them in upside down??

Now matter what is the problem, the needle is not shutting off the flow of fuel into the carb as it should. That is why it if running out the over flow tubes.
