more top end

My brother has the sled, I've got the net, so here goes...
He just bought an '03 Polaris XC SP 700 (VES) with 1500 miles; he says its got lots of pull, but runs out of poop at about 90 mph; it is over revving at about 81-8200 rpm. He suspects clutch (64 gram weights now?), any suggestions? possibly a Heavy Hitter Kit? sprocket? I think he has cleaned the exhaust valves, but maybe not. Also, he is wondering what pop up valves are, and what do they do? any help would be appreciated!
Thanks.

if he is over revving and has changed weights, he needs heavier ones. if he hasn't changed the weight then something else is wrong. i think pop-vavlves are things you can put on your powervalves to visually see if they are moving.
