Sounds to me like the paint you used is not compatable with what you are painting on. Now, if you rode it THEN it did that, I'd say you need some flex agent next time you paint it. You can't fix it now, you have to redo it.

What kind of paint did you use?

It sounds like the primer (if used) or the paint thinner used wasn't compatable with the top coat paint. There are regular degreaser/cleaners available. I use enamal reducer to preclean as it evaporates fast.

Once you start using rattle can, all bets are off.

Painting is 90 percent preping surface 10 percent painting. As long as surface is preped right a person can get a decent rattle can paint job.

Sure, if there was such a thing as good rattle can paint.

Some PPG Delstar mixed with a fair amount of flex agent would probably look fantastic for a long while.

I had that happen before... Two things I think happened, wrong clear coat and a chemical reaction occured and too much paint...

to much paint at one time, not enough dry time between coats

I realize this is an older post but just for future problems...

Rustoleum, or tremclad if your north of the border is not completely compatible with paint thinner. You have to use 100% mineral spirits. Although I can't see this being your problem if you let the thinner evaporate long enough. Might have been.
