When idling, the belt is still in contact with the center of the clutch. With the track in the air, there is enough force coming from the clutch to the bottom of the belt to get the track to turn. If it does not try to creep forward when the track is on the ground, it's not a problem. Like SEG said, sometimes lowering the RPM at idle will help, but a bit of track movement when the sled is on a stand is pretty normal.
