Ok, have you cleaned the carbs?
Not just with spray cleaner, but by soaking them and blowing out the passages with compressed air?
To clean the clutches, start by removing the belt and blowing them out with compressed air to get the belt dust out.
Next, I use spray brake cleaner and spray down the areas where the parts move. The weight pivot points and the center shaft and bushing. Blow out with air again and repeat as necessary.
Do not use any oil or grease on them. A dry lube (powdered graphite or a clutch lube) is the best, or leave them dry.
