Put the originals back on after a thorough cleaning.
The ones that you have may not even be jetted right for the engine.

Plug gap should be; 0.020

Did you get a set for that cougar! Or just a pair of carbs? A pair of carbs off E Bay are going to need to be cleaned just like your old ones would!Unless you didn't get a set with the sled, why would you buy a set? It will cost you more to jet it correctly than it would to rebuild your old ones completely!

he said that the carbs were off a running sled and he cleaned them up nice so i thought it would be ok but i cleaned out the old carbs and it started up a little rough but seems to run ok but still revs up sluggish

Now it's time to clean the clutches.
Remove the belt, use compressed air and blow out the belt dust from both units.
Use spray brake cleaner and flush them out, wipe with a clean cloth and blow them out again. Install new belt.
