chain case gears

i am putting my sled back together after replacing the drive shaft bearings. the lower gear hangs over the edge of the shaft about a 1/8 inch (see pic below). is this normal? the bearing appears to be flush with the hex part of the shaft so it doesnt look like it can move over anymore. also should the bearing have the collar facing out or in?

The gears hanging over is OK, but take a steel ruler and check the alinment, from across the botom gear to the side of the top, without the chain! The collar should be to the gear side.

the top gear hangs over a little. and i checked the alignment with a square, and they are in alignment. so it this a common thing?
