need help on '96 z 440

my 1996 z 440 is running like crap... at high revs it runs like a champ(5000 rpm and up) but at low revs it runs boggy and rough and has no snap and will stall if you dont keep on the throttle. we've checked the carbs out and it has a new coil and the spark is really good. we have it narrowed to to pretty much a timing advance problem. my dad thinks the timing advance isnt retarding back enough wich makes it run too advanced at lower revs. anyone know anything about this...anything else it could be?

Clean the clutches.
Put on a new belt.
