Wait, when you push it, it stays down? That would be the spring, wouldn't it??? The shock just provides damping, not rebound. If the spring is broken or missing, it would not return the skid to it's "home" position. The shock just damps the travel.
I usually test shocks by compressing the skid (stand on the seat?) and then releasing (jumping off suddenly). If the skid slams back up, the shock is shot. If it glides back up, it's good. Same on the down stroke. If it goes down too easily, the shock is bad.
From your description, I'd say spring, not shock. and I realize you said the shock does not have a coil spring on it. There should be other springs in the back that keep the skid "sprung" for lack of a better word.
