Pantera not starting....dead battery symptoms but not dead

Ok, I just bought a new battery for my 99 pantera 580. it wont start the sled, it turns over real slow as if the battery is almost dead but it's brand new. I thought i had a junk battery so i swapped it with another of my sleds (same model/year that worked fine) and it did the same thing. the ground connection and juice wire at the starter seem to be connected good and clean. Any suggestions? Can the starter be tested?

Disconnect all the wires from the starter and hook it to a charger and see if it spins fast enough to start the sled. If not yopu need a new starter. If it does start the sled, you may need a new relay.

i will try that tonight. If the charger doesnt work, where is the relay located? It looks to me like the pos. cable goes right from the starter to the battery and the neg. goes right from the motor as a ground to the battery
