Which fuel filter did you replace?? There is a screw-on one (similar to a car oil filter) on the lower left front of the engine; this, I believe also acts as a water separator. There may also be one behind the fuel inlet to the carb; check that if you haven't already.

You should also check the carb accelerator pump.....do this by removing the flame arrestor/air cleaner & have someone open & close the throttle lever while you look down into the carb (engine off, of course!!). You should be able to see 2 good squirts of fuel; 1 into each venturi above the throttle plates. Those "pump shots" are what give the engine the needed extra fuel for hard acceleration from a stop. If they look weak, then investigate the accelerator pump on the carb.
