Idle should be 1200 to 1800 rpm. 1000 is a little low.
Check that the air screw (that's the little one closest to the air box without a spring on it) is 3/4 to 1 full turn out from bottomed. This controls the idle and throttle up to the first quarter. Also check that the choke plunger is seating fully so that the idle os not too rich.
