i just picked up a polaris snowmobile. is there a way to tell what year it is from the vin number on the tunnel?

also, i broke the pull rope. where can i get one? the little plastic ring is kind of torn up where the rope comes out by the hood. where can i find a parts microfiche. i know yamaha has one here.
