The part about the lows turning off for a second is normal. It keeps two filaments from being lit at the same time. Stresses the system. Just check continuity through the switch to see if its working. If it is, put the switch in the high beam position and take your meter, on continuity, to take a reading on the high beam connections on the inside of the light. If there is no continuity, theres something wrong either with the light or the casing which the bulb sits in. If not, your losing power elsewhere. Take the meter, on continuity, and trace down the wire looking for your break having one lead from the meter on the light casing high beam terminal. Do this all the way to the hi low beam switch. If nothing happens, take your meter, on DC voltage, and put one lead on the live side of the switch and the other to a ground. If there isn't voltage, theres a break farther down the line and you'll have to trace it.
Taking readings that AREN'T continuity must be done with the engine on. Unless your sled is set up to power the head lights with the engine off (having elec start) but mine doesn't.
