put a batery on your light it self make sure both filiments work or use a VOM and and meter it. Then check the voltage at the plug on hi and low. Usually only one filliment comes on at a time. That is why I think everyone is saying the SW is to blame. It sounds like the high beam circuit is not connecting. ie the SW is not flipping over to the high side and gose back to the low one.
