i rubbery pulse line may cause slight loss of pressure but not enough to notice unless sommthing else is wrong anyway, id be much more worried about a cracked or cut pulse line.
the diaphram is leaking, the carbs are just dirty and clogged, or your out of gas and runnin on whats in the carb, sorry to dought you if out of gas is a stupid question, but everyones done it at least once wether thell admit it or not...lol.
does the problem get better or worse with choke.
