If they are idlers than they will have bearings in them and spin ON the shaft, not WITH the shaft. If they do not have bearings than my guess would be that they are there to protect the shock pivot.
Are they touching the track or just very close?
Do they have bearings in them?
Try to use some punctuation next time to break things up a bit.
