I tried it again tonight, but it's still boggin out and dying shortly after starting.
I forgot to mention... When I was putting the carbs back on, i noticed that the pto carb has an open hose fitting on the right side of it, while on the other carb, there is a rubber plug over it. I can't really remember pulling a hose off this, but it seemed strange that one was open while the other was plugged off, so I stuck a peice of hose on it and plugged it. Could this be part of the problem???
