5000 RPMs too much for take off?

i recently bought a 99 ZR 600 EFI for $1500,
the thing runs great, and i just did some
routine maintenance. it has a clutch kit
and the clutch doesnt engage until it hits
between 4500 and 5000 rpms. i was wondering
if this is too much. i had to replace 60, thats
right, 60 track clips, and i was thinking that
the rpms might be the problem. if so, is there a
way to tone down the rps by adjusting the clutch??
and what kind of wear and tear does that put on
the drive belt? alot i would imaging. one more
thing, is there a standard on track tension?
