Top speed will change dramatically according to conditions. Even packed snow vs. ice will change top end by 10 mph.
What are your RPM's at when you are topped out? Most F6's came from AC overreving at ~8100 rpm. You have to get that down to ~7600 - 7700 rpm.

If you feel you are using too much oil, shorten your pump arm 1 turn. You should first figure out your fuel : oil ratio, then adjust your pump accordingly. Consuming too much oil will also rob horsepower.
