You will only get DC volts if you have a battery,otherwise you should be measuring AC voltage,both my Polaris sleds read nothing with the meter on DC, called the dealer, he told me that unless you have electric start or other system requiring a battery,the shield will be fed AC voltage off the regulator. SEG is right, that voltage sounds a bit low to work on the shield, make sure your ground is solid and clean.
